This is a report on Performance Measurement and Improvement in the HSE. HealthStat is an important step towards the development of an effective performance management system in the HSE. It is recognised that it is at the early stages of development and will continue to be refined, enhanced and extended to other arms of the service in future years. In this regard, the primary aim of the examination was to identify how HealthStat is working and make recommendations for improvements.

This is a report on the Management of Private Patient Income. The report sought to examine the extent to which private patients are treated in public hospitals and whether all private patients were being charged for accommodation by hospitals in circumstances where they had a private treatment relationship with their consultant, whether the full economic cost was being levied on private patients, whether Consultant Contract 2008 will impact on the recovery of accommodation charges by hospitals in respect of private patients and the timeliness of debt recovery by hospitals in the public health system.

This examination set out to review the extent to which the terms of the existing common contract were implemented in the acute hospital sector.

This is a report querying what steps were taken at the outset of the Post-Mortem Inquiry and during its course by the Department to reduce the exposure of the State to cost escalation and to ensure timely reporting, what lessons have been learned in regard to the conduct of this Inquiry in the areas of scope setting, methodology and the establishment of review milestones and reporting deadlines, and the extent to which such lessons have been or are capable of being applied to other Inquiries, best estimate of the costs incurred by the Health Service Executive and of hospitals in connection with the Inquiry.

This is a report into how the National Treatment Purchase Fund (NTPF) determined the price paid for procedures purchased, the relevance of Casemix costs to NTPF activity, the proportion of procedures purchased within and without the public health sector and the contribution made by the NTPF to achieving the objective set out in the 2001 Health Strategy to reduce the numbers of persons waiting for treatment for an unacceptable length of time.

This examination was carried out to identify the level of output of waste in publicly-funded hospitals in Ireland, and the type of waste produced, the costs associated with the collection, handling, treatment and disposal of such waste and good practice in the management of waste in publicly-funded hospitals.

Although initially intended to be a short-term initiative, the WLI has been funded each year since 1993 at a total cost of €246 million. Over two-thirds of this funding (€172m) was spent in the five-year period focused on by this examination, 1998 to 2002.

This examination was undertaken to establish the extent to which the emergency ambulance services are provided efficiently and economically.
